There's no single national answer on fantasy sports. Federal law leaves it to the states, and the card networks add their own rules.
Federal law is only a starting point
UIGEA exempts fantasy contests with prizes set in advance, outcomes based on skill across multiple real-world events and no single-player or single-team outcomes. It doesn't make DFS legal under state law.
States decide, and they disagree
Some states license and regulate DFS, Nevada requires a gaming license, and California's Attorney General said in 2025 that paid DFS with California players is illegal sports wagering.
Pick'em is under pressure
Several states, including Florida and New York, have pushed back on pick'em formats that look like player prop betting.
Visa registration comes first
Card-not-present skill-game wagering like paid DFS is a Visa high-integrity risk category, so your acquiring bank registers you before you process.
